Yes, many in more powerful positions appear to be above the law in this 2-tier system of ‘in’ justice. The local level is the best place to implement adherence to the constitution. Here it’s been a battle to keep woke/sexually explicit content out of the children’s library sections. It’s succeeding and the momentum goes around the country as the populace awakens!
